Operators have to register every SIM card to a real person, and most registrations still happen at small points of sale. With RDCPASS, the agent (or the customer, in your app) enters the RDCPASS ID and the line is registered against their certified identity from the national register. When someone asks for a SIM swap, a selfie is compared with the line holder’s identity before the new card is issued.

Each line has to belong to a verified person. When registration runs on paper forms at small points of sale, head office has little way of checking what was actually done.
Once a fraudster controls the number, they can reset passwords and drain the linked wallet. The subscriber usually holds the operator responsible.
